UNU-CRIS’s From Causation to Threshold: Developing a Refugee Law-Based Policy Support System for Climate Displacement is an active research project that started in 2025 and is expected to end in 2029. Developed in collaboration with Ghent University, the project focuses on strengthening legal and policy responses to climate displacement. It aims to create a refugee law-based policy support system that can help assess when climate-related harm becomes severe enough to trigger protection obligations. By connecting climate displacement, environmental risk, human rights, and refugee law, the project highlights how people affected by climate change may face unequal access to safety, mobility, and legal protection.
