Pacific-European Union Marine Partnership Programme (PEUMP)

The Pacific-European Union Marine Partnership Programme (PEUMP) is a multilateral initiative supporting sustainable fisheries, marine biodiversity, and community resilience across 15 Pacific Island countries. Funded by the European Union and the Swedish International Development Cooperation Agency (Sida), the programme is implemented by key regional organizations including the Pacific Community (SPC), Forum Fisheries Agency (FFA), Secretariat of the Pacific Regional Environment Programme (SPREP), and the University of the South Pacific (USP). It also involves partners such as WWF, IUCN, LMMA Network, and the Pacific Island Tuna Industry Association.

Structured around six Key Result Areas (KRAs), PEUMP addresses critical issues such as fisheries science, coastal resource management, IUU (illegal, unreported and unregulated) fishing, ecosystem-based approaches, biodiversity protection, and education. USP leads KRA 6, focusing on building capacity through formal education, training, and applied research. With €5.7 million in EU funding, USP is developing accredited programmes and continuing professional development (CPD) pathways in collaboration with TVET institutions, the regional university network, and IMarEST. A newly formed team within USP’s Institute of Marine Resources coordinates these efforts.

The programme prioritizes equity and inclusion by integrating gender considerations, poverty reduction, and a rights-based approach throughout its design. By investing in local expertise and institutional capacity, PEUMP supports long-term transformation in ocean governance, ensuring that Pacific communities are equipped to manage their marine resources sustainably and participate in shaping global climate and biodiversity policies.
